Parks and Recreation Superintendent - The City of Roeland Park, KS (pop. 6,700) located 5 miles from downtown Kansas City has an excellent leadership opportunity for those in the parks and recreation field.  The Parks and Recreation Superintendent is responsible for the leadership and oversight of parks and recreation services.  Roeland Park is a vibrant, mature urban first tier community and the Parks and Recreation Superintendent is an essential member of the City’s management team.

Requires abilities in the areas of supervision, budget administration, facilities operation and maintenance and customer service. Candidates with pool operations and programming experience and AFO/CPO credentials preferred. Must work effectively with the public, vendors, co-workers, elected officials and other partner agencies. Bachelor’s degree in Recreation Administration or related field as well as 2 years aquatics supervisory experience is required, experience can substitute education. Salary range is $66K to $99K/annually DOQ.

Location: Various Locations, Office located at Community Center
FLSA: Full Time, Exempt
Salary Range: See Pay Classification Plan

JOB SUMMARY AND ESSENTIAL FUNCTIONS:
 
The Parks and Recreation Superintendent will be responsible for managing the operation and maintenance of the city’s parks and the Aquatic Center. The person will also work closely with Johnson County Parks and Recreation District on programming offered within the Parks and Community Center. Duties will include planning for, supervising, coordinating and assisting with the maintenance of city parks and recreation amenities.  The person is responsible for recruiting, training and supervising the pool staff along with supervising the maintenance staff at the Community Center.  The person will coordinate with the Public Works staff on parks maintenance and landscaping efforts completed in-house.  The person will supervise the mowing of city owned facilities including right-of-way areas. This position will attend and provide professional assistance to the Aquatics Advisory Committee, Parks and Recreation Committee, Community Engagement Committee and the Governing Body as needed.  The person will discuss and report on a regular basis maintenance and operating insights/needs to the Facility Maintenance Supervisor, Public Works Director, Community Center Specialist and Pool Manager.  The Parks and Recreation Superintendent will work closely with the Facility Maintenance Supervisor and Pool Manager to ensure the Aquatic Center is properly operated and maintained including chemical operations, pump systems, HVAC, plumbing, electrical and structural elements, also ensuring that the facility is operating in a safe manner.  This position will be expected to work outside of regular shift hours to meet expected and unexpected needs and will staff parks and recreation focused committees which generally meet in the evening.  The position will be supervised and take direction from the City Administrator.
 
Responsibilities include but are not limited to:  Develop and administer a seasonal grounds maintenance plan addressing leaf removal, mulching, planting, plant pruning/trimming, mowing, grass trimming, weeding, feeding and watering of all landscaped areas. Develop and administer an annual Aquatics Operation Plan for the pool. Develop and administer a plan for safety and preventative maintenance on all park and recreation infrastructure, equipment & facilities. Responsible for ensuring snow and ice is being cleared in a timely manner from walks and parking areas at the parks and recreation facilities.  Develop and administer budgets for parks and recreation; purchase related supplies and services.  Assist with capital planning on parks and recreation related elements.
 
PRIMARY DUTIES:
 
Ability to prioritize daily needs to ensure parks and recreation facilities present a high-quality appearance to the public inside and out which changes seasonally.  A thorough knowledge of parks amenities including pool facility chemical, electrical, plumbing, and mechanical equipment with an ability to troubleshoot issues.    Continually evaluates programs and services ensuring maximum utilization and customer satisfaction. Work to further the goals and objectives of the City. Positive communication skills to work with vendors and contractors on maintenance projects, interact with internal staff and the public in a professional and friendly manner.  Possess physical ability to walk, kneel or stand for prolonged periods of time, perform moderate to heavy lifting, exposure to fumes and/or chemicals, heights and be subject to moderate physical exertion in extreme hot and cold temperatures. Proficient in record keeping, word processing, spreadsheet use, emailing, and office equipment.

MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree in Parks and Recreation, Leisure Management or related field from an accredited college or university.
  • 2 years aquatics supervisory experience.
  • Additional experience may be substituted for education provided the candidate has at least six years’ combined experience in the following areas: parks facility maintenance, aquatic center operation, programming and maintenance.
  • Must have valid Driver's License and an insurable driving record.
  • The applicant must pass a background check and drug test.

 
SCREENING EMPHASIS:
 
Specialized training, certification and experience associated with aquatics facilities operations and maintenance including Aquatics Facility Operator (AFO) and Certified Pool Operator (CPO) certification preferred. Certified Parks and Recreation Professional (CPRP) designation preferred. Three or more years of staff supervisory experience.
 
ADA REQUIREMENTS:
 
Physical Requirements: Tasks involve frequent walking, standing; some lifting and carrying objects of heavy weight (75-100 lbs.); and the operation of vehicles, office equipment and hand tools in which manipulative skills and hand-eye coordination are important ingredients of safe and/or productive operations.
Environmental Requirements: Tasks may require frequent exposure to adverse environmental conditions, such as inclement weather, heat, and extreme cold.
Sensory Requirements: Tasks require visual perception and discrimination. Task requires oral communications ability.
