Aging and Human Services is recruiting for the position of Human Services Manager (Manager III). First review of applications began July 7.
Job Description
Job duties include:
- Supervises and mentors a team of Human Services Specialists, Accessibility Case Manager, and an Accessibility Homemaker, providing training, guidance, and oversight; sets and communicates the vision for the team in alignment with department strategic goals; serves as a subject matter expert and clinical resource for professional client service decisions; oversees day-to-day operations for assigned Human Services offices and programs.
- Oversees delivery and implementation of case management services, including economic mobility and essential needs programs (e.g., utility and rental assistance); develop and implement structured case management approaches that include goal setting, outcome tracking, and file documentation; leads the HS team in case management software launch, implementation, and training; develops and updates policies and procedures for HS and Accessibility functions; evaluates community needs and recommends or develops new programming and services in response; coordinates staff participation in countywide initiatives such as IRIS, the Continuum of Care (CoC), and other collaborative networks.
- Manages approximately $1,000,000 in funding for the Utility Assistance and Rental Assistance programs; monitors expenditures, provides budget oversight and ensure fiscal accountability; coordinates funding proposals and budget requests to cities, nonprofit partners, and other agencies; represents the department in discussions and negotiations with municipalities, utilities, and funders.
- Oversees the Accessibility program, including service programming and delivery; ensures adherence to eligibility guidelines, program policies and service standards; guides strategic planning, training, and quality improvements for the program with an emphasis on maintaining client independence in the home.
- Represents the Human Services division in community partnerships, coalitions, and funding discussions; identify and fill service gaps through collaboration with internal and external partners; introduce new tools and resources that improve service delivery and enhance client outcomes.
Job Requirements
- Bachelor’s degree in Social Services, Public Administration or relevant field; three (3) years of experience in social services, public administration, or program development and budget management or relevant experience; two (2) years of experience in public advocacy are required.
- Master’s degree in Social Services, Public Administration or relevant field; two (2) years leading, directing, supervising, or coordinating the work of others; two (2) years of experience with public funding requests and grant management are preferred.
- Previous experience as a social worker or relevant position highly preferred.
- Experience may be substituted for education.
